The Ministry of Justice has completed the restoration of state registries following the largest cyberattack by Russian hackers. An internal investigation is underway.
This was announced by the Vice Prime Minister for European and Euro-Atlantic Integration and Minister of Justice, Olga Stefanishina, as reported by RBK-Ukraine citing her Facebook.
"The infrastructure of the state registries has been restored after the largest cyberattack by Russians. This means that the state registries are ready to operate again. The Russians did not achieve their goal. We have gradually restored key registries for notaries, followed by the State Register of Acts of Civil Status, the Unified State Register, and we have now completed the restoration of the last part of the registries," wrote Stefanishina.
According to her, the final step has already taken place – the updating of data entered during the restoration period, which is currently being handled by specialists from the executive service and private executors. She emphasized that the data of Ukrainians had not been lost.
The cyberattack also influenced the implementation of systemic changes.
The first is accountability. Cooperation with the head of the State Enterprise "National Information Systems" has been terminated. The criminal proceedings that were initiated immediately after the attack are still ongoing. An audit of NAIS has also been conducted. Furthermore, an internal investigation is continuing.
The second is enhanced protection. The Verkhovna Rada supported the draft law No. 11290 in its first reading. As a result, a professional network of cybersecurity specialists will be established in all state institutions that handle important data of Ukrainians.
Stefanishina noted that this will be part of the "Pentagon for state registries," although it is just one aspect of the strengthening plan.
The third is international cooperation. Experience from partners will be leveraged, and relevant expertise will be conducted.
In December of last year, Vice Prime Minister Olga Stefanishina reported on a cyberattack on state registries, which halted the operations of the Unified State and State Registries under the Ministry of Justice. According to her, the attack was carried out by Russian hackers, and it would take approximately two weeks to restore the registries.

Recently, she also mentioned that the Ministry of Justice plans to implement a new data protection mechanism. It will serve as a kind of "Pentagon for state registries."
