The head of the GUR MO, Kyrylo Budanov, made this statement during the "Ukraine. Year 2025" forum on Sunday, February 23.
Budanov pointed out that Russia had aimed to capture the Ukrainian capital in three days and suppress resistance across the country within ten days. However, the occupiers' plans failed.
"This is a complete failure of their special and intelligence services, which relied on agents in Ukraine. In reality, this simply accounted for vast amounts of funds," stated the head of the GUR MO.
Recall that during the forum, the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, mentioned that the Ukrainian army is transitioning to a corps command system. Currently, five such corps have already been established.
Syrskyi also noted that the situation regarding the provision of weapons and military equipment remains challenging. At the same time, Ukraine is working to change this.
