Alexander Stubb mentioned this during the Munich Security Conference on Sunday, February 16, as reported by APNews.
Stubb outlined three stages:
"The first phase is the pre-negotiations, and this is the moment when we need to rearm Ukraine and apply maximum pressure on Russia, meaning sanctions and frozen assets, so that Ukraine can start these talks from a position of strength.", he noted.
According to him, Ukrainians should take the lead, while Europeans should provide support. Stubb emphasized that the U.S. must also assist.
"Do not underestimate Trump as a participant in the negotiations; I sincerely believe that Putin is puzzled and afraid of what might arise from this," he said.
The second stage involves signing a ceasefire agreement, establishing a border, and organizing international monitoring. There should also be a prisoner exchange and the return of children.
The third stage is ensuring independence, sovereignty, and territorial integrity for Ukraine.
Recall that on February 16, Norwegian Finance Minister and former NATO Secretary General Jens Stoltenberg emphasized that now is the best time to increase pressure on Russia.
Additionally, on February 15, President Vladimir Zelensky announced that Ukraine has begun cooperation with the team of U.S. leader Donald Trump.
